1-Publisher
Reviews of Electromagnetics (RoE) is published by the European Association on Antennas and Propagation, EurAAP (http://www.euraap.org/). EurAAP was created in the frame of the European Network of Excellence "ACE-Antenna Centre of Excellence" (www.ist-ace.org), as the point of reference of the European Antennas and Propagation scientific community. In November 2005, EurAAP AISBL was registered in Brussels with the aim to maintain and develop, on a non-profit basis, the European activities created by the ACE Network of Excellence (www.AntennasVCE.org).

In particular, EurAAP’s current objectives are:

Publish and promote the journal Reviews of Electromagnetics, the first EurAAP journal (an electronic journal);

Organize the European Conference on Antennas and Propagation (EuCAP) as well as related European workshops and other associated events;

Perpetuate the existence of the European project "Antennas VCE - Virtual Centre of Excellence" (more at ace2.antennasvce.org and ace1.antennasvce.org);

Support European Schools and Master & PhD programs on antennas and propagation (www.esoa-web.org);

Circulate and exchange information among European scientists and engineers on antennas and propagation, creating a European network.

2 ISSN
The journal’s registered ISSN is 2709-4057, verifiable at the ISSN database (https://portal.issn.org/). Only an electronic ISSN is available.

3 Scope
The Reviews of Electromagnetics publishes Roadmaps, Overviews, and Visions covering the broad field of electromagnetics in all frequency regimes,  including material related to antennas, propagation, radiation, scattering, measurements, analytical and computational methods, and new phenomenology in the framework of a wide range of applications such as radio astronomy, radar, spectroscopy, and terrestrial and space-based communications. Roadmaps are intended to provide a prompt understanding of recent research on a specific topic and investigations to be done in the near future. Overviews are intended to provide a coherent review of a specific research topic from an expert (or experts) in this specific topic. Visions are intended to present an incipient idea, not necessarily based on one specific design, which requires prompt publication.

4 Contents and Authorship
The journal contains only primarily original scholarly material. The content in the journal is of interest, importance, and value to its intended readership. The academic level of the research reported is appropriate to a graduate, post-doctoral, and/or professional research audience. The published content is consistent with the title and stated scope of the journal.

The names and institutional affiliations, including countries and addresses of all contributing authors, are included in the research articles and in their indexed titles and summaries in the webpage. For articles that have received any grant support, an appropriate acknowledgement regarding the source of funding is permitted.

The journal provides full open access to the published content with all necessary permissions to view that content.

5 Website Functionality/Journal Format
The website contains the information and the indexed contents of the journal. The contents are accurate, and the information architecture and navigation system ensures easy access to the published content, as well as all the relevant information of the journal: Editorial Board, instructions to authors, templates, peer review process, and ISSN. The journal website is embedded in the publisher’s website, EurAAP (http://www.euraap.org/).

6 Peer Review Policy
The journal has a clear statement of the commitment to peer review and editorial oversight of all published content. Every research article submitted to RoE is subject to an external peer-review process and is evaluated by at least two independent reviewers. Feedback from the peer reviewers will contribute to the editor’s decision on whether to accept or reject any contribution for publication. The peer review is single-blind, which means that the names of the reviewers are not shared with the authors but the reviewers are aware of the authors’ identity.

The RoE peer review process implies:

1) The journal editorial board invites reviewers who are experts in the matter to evaluate the contribution under review and provide feedback.

2) Reviewers comment on a variety of points, such as proper scope, novelty of the work, significance of the contribution, clarity, technical content, and ethical compliance. Reviewers also help authors to improve the quality of their contribution, pointing out key aspects, identifying and resolving errors, and generating new ideas.

3) The reviewers’ feedback supports the editor’s decision on whether to accept or reject the article.

7 Timeliness and/or Publication Volume
The journal has a defined publication frequency of one volume per year, and three issues per volume. The issue publication schedule is March, June, and September. The volume of scholarly articles published annually is within the range of journals in the research area.

8 Ethics Statements
Authors and contributors: Each person listed as an author is expected to have made a substantial contribution to the development of the work. This includes proposing the ideas presented in the work, the acquisition, analysis, and/or interpretation of research data, the preparation of the manuscript, and approved the final version of the article as it is to be published, including all references. All individuals who have made significant contributions shall be offered the opportunity to be listed as authors. Those who have contributed to the work but do not fulfill the requirements to be listed as authors should be acknowledged. The corresponding author shall have responsibility for ensuring that all authorship requirements are met, and that all authors are informed of all correspondence and decisions regarding the article.

Conflicts of interest: Authors of RoE are required to fully disclose any professional or other relationship or action that may result in a conflict of interest. Editorial decisions shall be fair, reasonable, and justifiable. Editors shall perform their duties with collegiality and respect for authors and referees, as well as for other editors and professional staff. Editors shall seek reviewers who do not have conflicts of interest with the authors or the reported research. In addition to this precaution, reviewers are required to disclose any conflicts of interest with the evaluation of the paper, and this information shall be taken into account by the editors when decisions are made.

Confidentiality: Reviewers shall treat the information contained in an article under review as confidential. Such information shall not be disclosed to others, and no information that is not in the public domain shall be used by a reviewer to further the reviewer’s own financial or research interests. Reviews shall be completed in a timely manner.

Plagiarism and duplicate submission: The RoE uses the IEEE’s definition of plagiarism: “the use of someone else’s prior ideas, processes, results, or words without explicitly acknowledging the original author and source.” Plagiarism in any form is a violation of the principles of ethical scholarly publishing and is unacceptable. Duplicate submission is defined as the submission of material that has been previously published in any form without identifying and citing the previously published material. It is permitted to base contributions to RoE on previously published material. However, the previously published material must be identified and cited in the article, there must be significant additional technical contributions in the article above and beyond what has been previously published, and the difference between the previously published material and the current article must be briefly explained. Submissions to RoE are subjected to automated and manual checks for plagiarism and duplicate submission. Articles found to violate the RoE’s policies in these areas will be immediately rejected, and the author(s) of the article may be subject to additional penalities.

Data sharing and reproducibility: All data used in the analysis must be available to any researcher on request for purposes of reproducing or extending the analysis. Authors of RoE should give fair and reasonable credit to related technical work by others, and any reproduction of the work of others should be done with proper crediting and within acceptable norms for citation.

Ethical oversight: Perceived violations of this Ethical Statement by editors, technical program committee chairs, authors, referees, or others involved in the publication process should be reported to the Editor-in-Chief. If a perceived violation involves the Editor-in-Chief, it should be reported to the Chair of the Board of EurAAP. Subsequent action is at the discretion of the Editor-in-Chief or the Chair of the Board of EurAAP, who may initiate an investigation and determine possible sanctions.

Corrections and retractions: Authors of RoE are requested to provide prompt retractions or corrections of errors in published works. Corrections to errors that do not affect the main research outcomes of a work will be posted online and linked to the published paper. In cases of irreproducibility of research findings reported, retraction of the work will be considered if the main research outcomes are invalidated. In cases of research misconduct or violation of the Ethical Statement detailed in this guideline, the work will also be labeled as retracted.

Post-publication discussions and complains: Complaints and disagreements about the research outcomes of a published work should be addressed to the Editor-in-Chief of RoE. Complaints are not automatically published, and in the event that the Editorial Board decides to publish them, the format will be chosen by the Editorial Board. Editors will consider the readers’ interest, the validity of arguments, the integrity of the publication record, and the fairness to the parties involved in making a decision.

Research involving animal and human subjects: Articles reporting research involving animal subjects must include a statement confirming that all experiments were performed in accordance with appropriate guidelines and regulations, and must identify those guidelines and regulations. The committee approving the experiments must be identified. It is recommended that the ARRIVE (https://pubmed.ncbi.nlm.nih.gov/20613859/) reporting guidelines be followed for animal experiments. If research involves human participants, the committee approving the research must be identified, and a statement must be included confirming that all participants gave informed consent to the study.

9 Publication and Copyright Policy
The journal has an open-access publication policy. The articles are available via universal free online access and can be reused with attribution. They are published under the EurAAP Publication Agreement, which allows authors to retain copyright of their article and permits a very broad range of reuse. All RoE articles are freely available online in the RoE webpage and may be freely indexed and reused as long as the original author and publication are credited. Reuse for commercial purposes or to create derivative works is permitted if permission is obtained from the copyright holder (the author). Under the EurAAP Publication Agreement, authors are responsible for protecting their content from possible abuses such as infringement and plagiarism.

Note that publishing open access requires payment of an open-access article processing charge. The article processing charges for publishing in RoE are 2000€ per Roadmap, 1000€ per Overview, and 500€ per Vision. Exceptions to these charges may be made at the discretion of the Editor-in-Chief for cases of economic hardship or for certain invited articles.
